On 12 December 2020, Algeria celebrated the first Anniversary of Abdelmadjid Tebboune in power, without him. He was admitted on 28 October 2020 to University Hospital in Cologne, Germany with covid 19. National Media: Algérie Presse Service, El Moudajid Newspaper and TV 1 channel full of Praise to the President and his achievement since he took office. However, no news about his state of health or when will return home from Germany to resume his duties. The last press release from the government informing Algerian that the president is recovering well and he is expected in a few days time was on 02 December 2020. Since then, there was no news or photographs or video him in Algerian media and people are left in the dark about the health of their President and relay on foreign media, particularly French to be informed about their country.
But since the beginning of December, the Algerian began to question information given by government about the president’s health and whether he is still alive or not.
On 07 December 2020, the Algerian armed forces have published an Editorial in their journal; revue El Djeich. The Editor wrote: “Algeria is facing foreign threats along our frontiers and our armed forces is ready to repel any attack”. Although, the Editor did not indicate which frontiers area, but it is clear that the editor is referring to Morocco.
Similarly, the Prime Minister, Foreign Minister and other government officials, think tanks, pro-government parties and media have made speeches asking Algerians to be united against imminent foreign threats which is surrounding our country. The Prime Minister, Abdelaziz Djerad, is his speech on 12 December 2020 is very worried “recent Zionists arrival at our frontiers”. This is a reference to recent Morocco and Israel to re-establish diplomatic relations.
It seems clear that Abdelmadjid Tebboune is seriously ill and will not be capable to resume his duties and the government and armed forces are preparing public opinion for the future.
Since President Tebboune was admitted on 28 October 2020 to German Hospital, all issues which requires Presidential Prerogative approval such as Foreign Policy, State Budget, Defence issues, the newly approved Constitution on the 1st November 2020 so that it can become law. Now the government run the country with two different constitution. All this important government policy are put hold until he returns.
This government’s and army’s manoeuvre clearly indicates that the preparation is on the way to use article 102 of the Algerian Constitution of 2016 remove the President due to his health and incapacity to govern country. If this is the case, the upper house of Parliament, Mr Salah Goudjil, 89, will take over as interim president and assume the duties of Head of State for a maximum of ninety (90) days, during which presidential election shall be organized. He cannot be a candidate for the presidency of the Republic.
